Preamble on administrative regulations

A set of administrative rules governs the entry into service and inspection of passenger transport systems under the jurisdiction of STRMTG.
The applicable rules are determined by taking into account:

  • the location of the transport system in question (mountain area or not, within a public access facility or park)
  • and its purpose (public transport, personnel transport)

Guided public transport systems

The French Transport Code sets out the principles for the authorisation and inspection of guided public transport systems, i.e. “any public transport system whose vehicles are required to follow a specific trajectory along all or part of their route”.

The definition of guided public transport systems as well as the administrative rules applicable to them are specified in Article 1 of Decree No. 2017-440 of 30 March 2017 on the safety of guided public transport systems (STPG Decree).

Lift systems located exclusively in mountain areas and conveyor belts**

The rules for public transport by lift systems located exclusively in mountain areas are set out in the French Tourism Code. Ropeway installations are defined as “all public passenger transport devices by cog railway, by cableway installation falling within the scope of Regulation (EU) 2016/424”.

The French Tourism Code also sets out the rules applicable to “conveyor belts providing transport for tourism or sports purposes at mountain resorts
”.
For authorisations relating to ropeway installations and conveyor belts, the Tourism Code refers to the Urban Planning Code.

Others cableway installations

In addition, the French Transport Code sets out the rules applicable to “cableway installations used for the transport of persons located within a facility subject to the regulations governing public access buildings, fairground activities or parks” as well as to cableway installations used “for personnel transport”.

Automated road transport systems

Finally, the Transport Code sets out the rules applicable to automated road transport systems, i.e. “a set of highly or fully automated vehicles and technical installations allowing remote operation or contributing to safety […] operated on predefined routes or traffic areas, and supplemented by operating and maintenance rules, for the purpose of providing a public collective or private road transport service, or a private passenger transport service”.
