STRMTG responsibilities and organisation
Presentation
The Technical service in charge of safety for ropeways and guided transports (STRMTG) is a national service which reports to the Director General of Transport Infrastructure and Mobility (DGITM), under the French Ministry of Ecological Transition.
STRMTG performs three types of missions
1) It is the Ministry’s central technical service for ropeway installations, mountain resort conveyor belts, guided public transport and automated road transport. STRMTG is responsible for :
- acting as an observatory for these installations in France;
- helping promote techniques/technology related to these systems;
- carrying out studies, research and expert analysis, collecting and analysing statistics, producing and distributing technical documents and standards/guidelines, and making recommendations to the central administration concerning regulatory changes;
- issuing opinions and approvals required by regulations governing public guided transport and ropeway installations;
- issuing regulatory approvals (examiners, contractors, SMS inspection bodies, AQO, etc.);
- providing facilitation, assistance and advice to the Ministry’s services, particularly in the field of safety, by organising opportunities to share experience and feedback with other organisations in the Ministry’s scientific and technical network;
- maintaining relations with scientific, technical and inspection bodies outside the Ministry, as well as with national and international professional organisations;
- helping build the skills of Ministry staff working in these sectors, particularly through specific training;
- monitoring the market for components and subsystems ensuring the safety of cableway installations used to transport people, as provided for in Articles L. 2214-2 and L.2214-3 of the French Transport Code.
2) Under the functional authority of prefects, STRMTG is responsible for the following concerning ropeway installations, mountain resort conveyor belts and guided public transport :
- technical and safety inspections as required by regulations;
- technical appraisal of projects required by regulations.
However, the Île-de-France Regional and Interdepartmental Directorate for the Environment, Planning and Transport (DRIEAT) is responsible for these tasks on behalf of the Prefect of the Île-de-France region. To carry out these same missions, the DRIEAT may be assisted by STRMTG under the terms of a management delegation provided for in Decree no. 2004-1085 of 14 October 2004.
3) Notified body activities :
STRMTG is Notified Body (NB) No. 1267 for assessing the compliance of cableway installation safety components and subsystems with the essential requirements of Regulation (EU) 2016/424.
