Focus on the 2023 session of RESCOR -the European network of services responsible for the oversight and regulation of urban transport safety

The 2023 Rescor session has taken place inn Lyon, France, on December 14 and 15, 2023.

December 14, 2023 afternoon: technical visit

We asked the operator Keolis, whom we would like to thank warmly, to welcome the RESCOR’s delegation* of around fifteen people from Spain, Germany, Ireland, Serbia, Denmark, Switzerland and France.

The first half-day was devoted to a presentation and tour of Lyon’s guided and cable transport network: tramway, conventional metro, automatic metro, rack and wheel metro and funicular railway.

It ended with a tour of the metro workshops, showing the trains currently at the end of their life cycle and the new rolling stock, and a convivial evening meal.

December 15, 2023 morning: regulatory and technical subjects

The second half-day was devoted to presentations on regulatory and technical subjects:

Foreword

  • Introduction of the meeting and presentation of the STRMTG by Daniel PFEIFFER - Director
  • Presentation of Valencia Railway Safety Agency
  • New Sub-directorate of Railway Transport in Generalitat de Catalunya: presentation and main objectives

Regulations

  • New national regulations about transport systems safety in 2022/2023 (round table)
  • Presentation on the system/process we have in Ireland on the acceptance of new light rail infrastructure and rolling stock on behalf of National Safety Authority Ireland.
  • Presentation on the French procedure for bringing into service a new line of a guided transport system or new rolling stock / future evolutions in 2024

Transport system design

  • Means for emergency shutdown of the traction power - safety level regarding the EN50126 norm (round table)

Maintenance and system operation

  • Transport system lifespan (round table)

Event monitoring and feedback

  • Presentation on the latest developments regarding the accidentology in Switzerland
  • Tramways accidents involving PMV in France
  • Electric PMV banned in public transport in Barcelona: analysis done by the Metropolitan Transport Authority in Barcelona (ATM) and final decision
  • First results of the French accidentology in 2022 for tramways and metros
 

The Rescor group agreed that future technical sessions should be held over a full day. The following topics could not be presented due to time constraints:

  • Feedback of fall of rolling stock equipments following a recommandation in metro transport systems in France
  • New web application for reporting events in France - Partage
  • Standardization - List of WG where national safety agencies are registered and participate (round table)
