Contents of the annual operational safety report
This implementation guide explains the expected content of the annual operational safety report provided for in Article 92 of Decree no. 2017-440 of 30 March 2017 on the safety of guided public transport, specified by the amended Order of 23 May 2003 on the safety files for public urban guided transport systems (Appendix 8).
It concerns urban guided transport systems (metros, trams) and mixed systems (part B), urban cableway systems (part C) and gauge railway systems (part D).
It should be noted that for the interface with road managers, the guide also uses the content of IUTCS factsheet no. 05: Tramway and roadway modifications: the obligations of managers (link to Balise / only available in French)

Permanent system for monitoring and assessing safety levels
This implementation guide explains the nature of the missions and the positioning of the permanent system for monitoring and assessing safety levels that operators of public urban guided passenger transport systems must put in place.
Managing operating events concerning the safety of metros and regional express networks (RER) (excluding national rail networks)
This implementation guide applies to public urban guided passenger transport systems, such as metros and RER outside the national railway network. Its provisions aim to clarify and define the applicable safety regulations for managing operating events.

Content of the detailed event report for trams
This guide details the framework to be followed and the information to be included in detailed reports on events affecting the safety of a tramway system, required under Articles 89 and 90 of Decree no. 2017-440.

Content of the detailed event report for metros and regional express networks (RER) (excluding national rail networks)
This guide details the framework to be followed and the information to be included in detailed reports on events affecting the safety of a metro or RER system (excluding national rail networks), required under Articles 89 and 90 of Decree no. 2017-440.

Content of the Operation Safety Rules (RSE)
This implementation guide explains the expected contents of the operation safety rules provided for in Article 23 of Decree no. 2017-440 of 30 March 2017 on the safety of guided public transport, specified by the amended Order of 23 May 2003 on the safety files for public urban guided transport systems (Appendix 5).
